The giants of Elbaph worship the Sun God, Nika. The World Government was to erase anything and anyone connected to him or the Void Century. Doesn’t take a socially awkward One Piece fan with too much time on his hands to figure out Elbaph’s days are numbered!
But why hasn’t the World Government destroyed Elbaph already, you ask? Simple. They can’t!
Elbaph is an island full of warrior giants, for one. That’s more than enough to give the World Government pause. Then, there’s the island’s location in lawless/Yonko territory. Sure, that’s another big problem but Elbaph has been around for centuries, right? You’d think it be worth it to the Five Elders and King Im to destroy the country hundreds of years ago. So, again, why not?
My guess is, in addition to having to fight warrior giants, there’s an unknown factor or two as to why Elbaph still stands today. Unluckily, for Team Elbaph, the World Government is about to get a big win.
Yes, yes. Dr. Vegapunk’s message will likely be broadcast to the world. And sure, Jewelry Bonney and the Straw Hat Crew will escape Egghead Island along with the surviving Vegapunk Satellites—but total control of Egghead Island and Dr. Vegapunk’s laboratory will fall back to the World Government!
And, don’t forget: York the Greedy isn’t apart of Team Luffy. If she can get the Ancient Weapon, Uranus, operating at full power then it’s game over for Elbaph and any other country who stands in the World Government’s way!

- The World Government knows Luffy is most likely headed to Elbaph because he’s being helped by giants who live there.
Elbaph just became the new Lulusia. So enjoy the Elbaph Arc, my friends. Because, when it’s over, you won’t be seeing it again. Well, except through flashbacks. And, the anime. And, the live action Netflix series… in 19 years.

It’s interesting you bring up the fact that it’s Yonko Territory. They are bringing and OPPOSING Yonko into said territory. I doubt Luffy has ANY INTENTION of causing trouble on Shanks’ island, but………….. well; LUFFY. Someone causes a problem there- they’re getting knocked out. And if the World Government or Morgans manages to get a single toe in there- THAT NEWS is going to reach Shanks. And while they’re friends; Luffy DID cause a problem in his territory. And me thinks………. he’s not gonna let that slide………………. OR MAYBE HE WILL BECAUSE HE UNDERSTANDS LUFFY BETTER THAN MOST.

I didn’t consider the Yonko aspect of Luffy being on Elbaph. While I don’t see the giants having a problem (Luffy already has a good relationship with them), I wonder how some of Shanks’ allies will react? Of course, I’m sure they’ll eventually come around to see Luffy as an okay guy.
Plus, I think there’s a good chance Shanks will be busy going up against Blackbeard at some point. Probably both clashing while looking for the last ponegliff.

!!!! SHANKS DIDN’T LEAVE THE ISLAND. The Last Road Poneglyph is definitely either on Elbaf or on Lode Star Island- the Penultimate Island in the Grand Line. And Shanks just took Kidd’s Poneglyph’s. Depending on how many Kidd has, Shanks might just have a complete set. But then- TEECH took all of Law’s, too. He needs that last one. And I think he has a “General Idea” of where it is.
Genuinely, I think Teech will be the Big Bad on Elbaf. He’ll likely avoid causing trouble so as not to arouse the Wrath of the Giants, but also to keep from getting tangled up with Shanks. Fighting LUFFY, on the other hand- Teech is smart, but he also walked face first into Magellan’s Poison. NOT EXACTLY A GENIUS. He’ll mess around and try to face Luffy- and find himself in more pain than he ever thought possible,

If Shanks is looking for Road Poneglyphs I’m assuming he’s off Elbaf, because I don’t think the last RP is on the Island.
Shanks meeting Luffy on Elbaf? Hmm… It’s possible, mostly because it’d add to Usopp’s character arc meeting his father again IF Oda’s giving him a character arc on Elbaf (remember when people, including me thought Zoro would get special focus on Wano?).
With Elbaf being so late in the story, something important will happen there. I remember thinking Egghead would be a small arc giving us just information on devil fruits, ha. With Elbaf having Sun God lore and Saul, who knows how much info we’ll get. I’ll give Oda credit, he’s doing a good job so far filling in the details about the Ancient Civilization and their culture bit by bit until we learn exactly what happened during the Void Century.

I mostly think the the Last Road Poneglyph would be on Elbaf because it’d be the most protected there- the safest place for something so important. But it’s also likely it could be somewhere else. Lodestar- that Final Island before Laugh Tale- has gotta have some kind of relevance, right?

It’s certainly possible given all of the RPs were placed on islands visited by the SHs. But I wonder how the Man With The Burn Scar on the black ship factors into everything?
Thinking about it more, I can see the VIP giant(s) giving Luffy info solely because he’s Joyboy IF it’s there. Then there’s the question of if the 4th RP is there, does Shanks know? Did he already make a copy? Is THAT why he stopped by Elbaf?
Basically, I’m liking your last RP on Elbaf theory and think it’s possible but I can’t put the pieces together on how it’ll all work storywise at this point in the story.
