Hawks is a jerk. The End.

What else is there to say? Everyone’s having a good time at the Top 10 Hero Billboard Awards. Drake, the number one music billboard artist, was going to perform and rumors circulated they’ll have free pizza and ice cream at the afterparty. Fun!
But, here comes Hawks talking about…what the heck was he on about? Heroes need to think outside the box? They need to give better speeches? Seriously, what’s going on with Hawk? Guess I’ll chalk it up to A.D.D.
Let’s get to the juicy part. Hawks wants Endeavor to help him with some suspicious activity happening in his neck of the woods. And Hirokoshi didn’t waste time showing us it’s all legit. Shigaraki (guessing it’s him) is talking to a nomu, and it talks back! We got talking Nomu, kiddies. A talking, thinking nomu, yikes! That means the new nomu can go on missions alone. Hmm…I wonder where’s he’ll go?

Well, we actually may have a clue. Notice something different about that nomu? That’s right, no exposed brain. And, his head looks oddly familiar, not to mention his muscle fibered neck. This is huge! With All For One in prison, creating nomu should be impossible, but nope, someone figured out a workaround. And that someone is most likely AFO’s doctor.
He’s must be the mastermind behind creating nomu with AFO so it’s natural he’d figure out a way to do it without the crime boss. Looks like instead of injecting quirks into a nomu, the evil scientist has to use DNA. Whether he makes the nomu from scratch or gene splice it into a person is unknown but that spells serious trouble.

Back to High End’s first mission. Could he be tasked with infiltrating Tartarus and freeing AFO and Black Mist? Sure, it’ll be his first mission. Better to do it now when no one outside the League knows his existence than have him be exposed and give the heroes a chance to prepare.
So, there we have it. High End is most likely on his way to rescue AFO and Black Mist (and Stain) from prison. I’m mean, ha, where else could he possibly go? To UA? To kidnap Eri? Lol no way…
