Narf! It looks like whoever owns the All For One quirk can indeed steal One For All if the wielder has a stronger will. Seems to me AFO could’ve stolen One For All anytime he wanted like I’ve been theorizing, but instead let the power build up enough to suit his needs. That being a body immune to Quirk Singularity. And, all the Lord of Evil needs to do now is help Shigaraki steal it then steal Shiggy’s body. You know, I’m starting to think AFO might be a kleptomaniac.
AFO alluded to killing his twink brother, but wasn’t he trying to recruit him to his side? Hm… Maybe AFO killed The First after he passed One For All to the Second User? If the only reason The Lord of Put Downs cared about his brother was to make him lose his will enough to steal his quirk then I can see that happening.
Quirk Factor Consciousness. An interesting concept that helps explain why Past Users continue to exist in One For All and why AFO (the jerk) dwells within All For One (the quirk). Now, here’s a question: Where’s the original Stockpiling Quirk User? Where’s does she/he/they factor (Ha!) into the ghost equation? Or… do they already? Hm… Could the Second User be the original holder of the power stockpiling quirk? Maybe the Second was just someone who wanted their quirk back but got Talk no Jutsu‘d by The First into fighting for justice? Well, whose to say? It’s a long shot of a theory, but I just wanted to put it out there into the internet ether in case I’m right (And, could later feed my insatiable ego).
Oh, Dabi. You never pass up the chance of killing your dear old dad, do you? I’m guessing that’s what he wants after learning Endeavor and Shigaraki were fighting. If Endy isn’t already dead then he should be weak enough for the LoV to finish him off. Hey, it’s cheaper than therapy! That is, unless Dabi spends the entire PLF budget on chicken and waffles at the Endeavor’s Dead Afterparty. He’s never been good with finances, Y’all.
This was a nice chapter. I’m glad we got confirmation OFA can be stolen by All For One and Shigaraki should be about ready to retreat now. He lacks the power to steal OFA at the moment and he’s, well, brunt, so let’s end this arc next time— Toga and Ochaco? Are they gonna have a talk? Oh, and Dabi’s daddy issues may take a chapter or two. And, let’s not forget about Spinner and Skeptic’s journey to winning that Overwatch 2 Tournament. Yeesh! This freaking arc’s never gonna end!

I think you’re right about the second user being the OG Stockpile quirk user. Maybe the first user sought him out and-as you said-“Talk No Justu’d” him into the hero life. It would make sense that he’d want the Original user to have their quirk back, but also wanted him to have a say in this matter? 1)If he wanted to get rid of it and regretted it; he’d get it back this way is talked into the hero life OR 2)They had their quirk stolen and wanted payback…………….Could the 4th have been the original? All Might seems to want to keep that one secret until he knows for certain the deal. But maybe the 4th had his quirk stolen, got it back in the form of One For All, and went after All For One for revenge- something very “unheroic.” Especially in the way he might have gone about it.

Not sure about having his quirk stolen, but the 4th had to have done something “bad” or All Might would have no reason to keep it from Deku.
