Answer: Tomura Shigaraki
Let’s be honest, Shigaraki is killing it, metaphorically. All For One was right, once he got locked up, his student pulled up his big boy pants and got to work. Work doing what? Not sure, but the man got plans.
After AFO’s defeat, Shigaraki and the League of Villains logically went into hiding. Now, Facepalm-kun could’ve easily just waited until the heat was off then start planning again, but no, oh no. Instead, he sends the league OUT into the world, the opposite of what 99% of law enforcement probably thought they would do, and use AFO as a beacon to find more members. Genius! And, from what we saw from Dabi and Twice, everyone is looking for quality NOT quantity. You ain’t joining if you ain’t got power. What we are seeing is the prelude to League of Villains 3.0. Naturally, we won’t meet these new recruits in an arc not league focused but we did see that same big villain with the radio in Kirishima’s flashback. I don’t think it’s a stretch to figure out that guy will finally join the league.
Side note: This guy has been hyped since before the Summer Camp Arc. He’s the real deal, folks. A guy Hirokoshi may have planned putting in earlier, but decided to save him for later. This is all speculation, but I would bet he was originally planned to debut in the Summer Camp Arc but got replaced with Muscular or the Nomu. In any case, what little we know is the guy is strong and has no problem going toe-to-toe with a hero. Seriously, the guy went LOOKING for a hero. We’ve learned from Shigaraki and Stain you don’t go looking for a hero unless you know you can whoop their ass. The ultimate League of Villain powerhouse is coming, be afraid.
Back to Shigiraki. Kurogiri is, according to Hand Man, on a mission—been gone awhile too. Looking back, Mr. Compress talking to Toga after the provisional license arc was a dead giveaway. Kurogiri is almost always shown near Shigaraki unless he’s got something important to do. Whatever that task is will spell trouble for the heroes in the future. Hope Gran Torino made a will. He’s after what I’m guessing is what Kuriogiri is up to. This may also answer, where the new recruits are—currently working under Black Mist. Or, they could just be on standby, who knows.
So, Shigaraki’s plans hit a snag with Overhaul, but our lotion deprived baddie took it in strive. Old Shigaraki would be ranting and raving over…Overhaul trying to muscle in and killing Magne but not current Facepalm. Keep your friends close and your enemies closer. Send Toga and Twice there to wreak shit up and when the time’s right, get your revenge. Overhaul may escape the heroes, but he ain’t escaping the League. The moment he killed Magne his fate was sealed. RIP Overhaul.
Overhaul’s operation getting shut down is good enough but if Toga & Twice get their hands on Overhaul’s Box o’ Materials, it’s a complete grand slam. No way is something huge like quirk erasing bullets getting dropped from the story. Shigaraki will get his hands on it and incorporate it into his plans. This is going to be huge, people. Up until now, the League has focused on heroes but whatever Face McPalm is cooking up will be worse than Kamino’s destruction. I can’t wait!
